Downes graduated with honors from Auburn University with a B.S. in Public Administration as well as a Masters in Public Administration from Auburn University Montgomery. He started his career as a college intern for the Finance Department with the City of Montgomery. Two years later, he was hired permanently as its first Risk Manager. He focused his efforts on the creation of Workers’ Compensation Management System, drug testing program, international drug importation program, self-insured liability program and account program utilizing debit cards. Since then Downes has served as one of Mayor Bobby Bright’s Executive Assistants and upon the election of Mayor Todd Strange, he was promoted to Chief of Staff/Deputy Mayor. With Downes having worked more than twenty five years in city service, we rest assured that Vestavia Hills is in great hands.

Downes and his wife Penny have four children: Chad, Sydney, Harrison and Alexandra. We welcome the Downes family to Vestavia Hills!
